How's the syntax incorrect? Its exactly whats in the video?

I'm working on the todo list with ruby and cant get this to run. What's wrong with my syntax?

C:\Users\Ashley\Documents\odot>mkdir -p spec/features/todo_lists The syntax of the command is incorrect.

Execute it without the -p

Still no ):

It also wouldn't let me use

"bin/rails server"

I had to cd to bin then run "rails server". Idk if that has anything to do with it...
