is this not in between what do i need to add po?

I completely get what you mean, but they want you to only put whats inside the quotes, not the quotes themselves.

The paragraph should be in <p></p> tags, inside the <body>. like this:

<!DOCTYPE html>
<html>
  <head></head>
  <body>
     <p>"My first paragraph!"</p>
  </body>
</html>
