like this

def to_timezone(pacific):
    starter_c = pytz.timezone(pacific)
    return starter.astimezone(starter_c)
import datetime

import pytz

starter = pytz.utc.localize(datetime.datetime(2015, 10, 21, 23, 29))

def to_timezone(pacific):
    starter_c = pytz.timezone('US/Pacific') #<-- you shouldn't use 'US/Pacific' in here since you have an argument 'pacific' which = string of an area
    return starter_c.astimezone(starter) #<-- position between 'starter_c' and 'starter' should be change since you want to apply function on 'starter' with the argument(new timezone) 'starter_c'.

Then what should I use, do I need to have a variable?

thank you.
